Upgrade to Vue 3 because Vue2 will become EOL.

Requires workaround for BootstrapVue if it is not available for Vue3 once Vue2 is really EOL.

BootstrapVueNext is an option, but only once Moodle migrates to Bootstrap v5. (planned for 2024) So, it's worth waiting until then...
